DEMOCRATS CAN'T BREAK STALEMATE ON STIMULUS.(Main)

Senate Democrats failed to break the Republican choke-hold on President Clinton's $16.3 billion jobs bill Friday as the two parties wrangled through another day of stalemate.

With outnumbered Republicans holding firm as expected, the chamber voted 55-43 to end the GOP filibuster - five short of the 60 votes needed to halt the delaying tactics. The only one of the chamber's 57 Democrats to vote with the Republicans was Sen. Richard Shelby of Alabama. Not voting were Sens. Bob Krueger, D-Texas, and Judd Gregg, R-N.H.
